A Drug Users Charter
Drug users have a position in society that potentially compromises their rights in similar ways to other minority groups. They are also regularly the subject of comprehensive medical, criminal and social records. These interventions, combined with legal and public perceptions of drug use mean drug users would benefit from structural protection.
The Speedball Wake Up Call
There is much indirect evidence, and a small amount of direct evidence, that speedballing the multi-injection of heroin with crack/cocaine in the same shot
has grown substantially in Britain over the past decade. It is estimated that around one in three British drug injectors is now into speedballing about 60,000 people.
